The Council of Shapers is formidable and their wisdom and holiness are beyond question. Yet, there are certain internal affairs that concern a society that require a decidedly more hands-on approach. Consider that no matter what superstructure the Shapers put in place, there will be those who dissent and disagree and attempt to impose paradigms of their own. History is pockmarked with efforts by rebels to become authorities and often succeeding. For what the Shapers decree to have any lasting power, it will be necessary to have a branch that will see to it that those decrees are enforced.
Although it would be preferable to think that such a branch would be needed for occasional prodding, it would be naive to assume that no blood will be drawn in the name of the order the Shapers represent and enact. Because the subject matter of what is being handled will be sensitive, we think that such a branch would do best to operate mostly in secrecy with a select few people who will understand the motive for the operations. We suggest the name Inner Sanctum for this branch, as we see society as being first and foremost a sanctuary in the eyes of the Shapers.
Inner Sanctum will be the unseen movers and shakers within the order the Shapers represent. We suppose their job would be to crush treason and treachery. This may arise in many forms. It is known, for example, that certain political ideas tend to lead toward revolution if held too fervently--particularly if those ideas are not represented in society.
The most persistent thing that Inner Sanctum must do is ensure that at all times it appears that what the Shapers are doing or have done is working or worked. If there is any insufficiency on the part of the Shapers, it must not become public knowledge as revolt would be the likely automatic reaction. This will, in many instances, take the form of removing the power of the citizenry to organize itself to meet its needs. What need would the citizenry have of the Shapers if it began to handle its own problems more effectively? The more the citizenry depends on the Shapers, the less likely there will be a revolt, and the more bolstered the position the Shapers hold. Inner Sanctum will ensure that this remains true.
Inner Sanctum will handle internal threats deemed potentially dangerous to society, and likewise, it will handle threats that are external as well. If a select group should organize itself well enough so as to pit itself against the Shapers, Inner Sanctum will destroy that group without hesitation or remorse.
Though we would like to think that whatever paradigm the Shapers proffer will continue in perpetuity, and that it will accommodate matters such as these and address them, we believe it would be wise to have an agency intercede on their behalf rather than have none at all. This is in no way a statement of lack of faith in the Shapers, simply a precaution.
It was said that in the ancient era, the leader of the Catholic Church was often conveyed from point to point behind bullet-proof glass. Put more succinctly, we think it is prudent to trust the Shapers, but lock our doors. Inner Sanctum will be that lock.
