I guess the best thing to do is to buy from a Bitcoin ATM with cash, because if the banks aren't going to let you do what you want with the money...

This was once done here in India. The exchanges took shelter of supreme court and it gave the decision in favour of exchanges. From then there was no problem for transactions with exchanges
