This is one of the most important observations I've learned over the years and I've found it to be true. It is one of the main issues with educational institutions, governments, and companies. What separates government institutions from private ones is that the private ones have to turn a profit. So they can indeed fail because of their dysfunction. That is unless they have attached themselves to the leaches.
