I dont know who, but "they" for some reason do it on purpose, not just America, China has them too. I'm from Croatia and few years ago we had flood for a month in the middle od the summer, now Brasil is fighting with flood. I will try to find on YouTube what are they using to change the weather. I almost forgot, in Dubai never rains, someone leaked informatikom that they did it bcs iz was too Hot.. They're mesing with us. And ofc it's just my opinion
