What's the alternative? Taking responsibility?
I remember reading that it was becoming normal in California to require 6 months rent upfront, because it's so difficult to evict someone. With the prevailing rents, your looking at tens of thousands of dollars up front, just to get into a rental.
So few ever look at the negative side of some state action. The unintended consequences. I used to think that politicians just didn't think it through. Now I think its more sinister. They don't care. They pay no price. The just manipulate things shift the blame to their benefit.

Exactly. Even if/when they understand what the consequences will be, it doesn't change anything. That's just not the game they're playing.

The game is getting money and votes. They have little skin in the game.
