It wasn't clear to me.
They were withdrawing from the app stores and signaled to their customers that they were suspending service, but people were also saying it would still work as long as you downloaded Phoenix somewhere other than an app store.

Still works for me, I used it a couple days ago but then again it might not be the case in US.
WoS also works for me.

I had only recently downloaded it when they made their announcement, so I just never transferred anything to it. It's easy enough to use other wallets.
