I'd guess the harm is where everybody who pays tax to fund public-sector attorneys, police and municipalities where they live and harm is price inflation.
Do attorneys know nothing of supply and demand?
City attorneys are probably terrible law students. I am sure she asked one of her employees if a nuisance charge was plausible.
