First, it would be necessary add soft fork in some cases. Second, it is necessary soft forks, which are consequences? New block size wars? It is still very early for make integration into Bitcoin.

I assume he's talking about the client-side ZKPs that can be used to sync/verify a node very quickly, not something at the protocol level.

One thing is ZKPs via CSV like ZeroSync, BitVM, RGB. Another is create “force” via hype or whatever a soft fork to ZKPs
