Hasty because they do not want to tell the reality to the world outside, nor they want their people to consume any media outputs from outside world.
I think the org saying it is hasty is treading softly and assuming less malice than we with open eyes and no risk would say.
They are pointing out unintended consequences. That this "firewall" affects all Internet traffic.
Its absurd and terrible.
