good question. im not entirely sure the world does, however, im also not qualified to have an opinion on the matter. the idea is rather fiat, isn't it?
i will say that on-chain bitcoin coupled with the lightning network appear to behave like an open, permissionless, global reserve asset (e.g. on-chain) and reserve currency (e.g. lightning sats).
adding in technologies like fedimint, while controversial, help further this thought experiment in my opinion.

given the ways and means of governments, I can imagine countries using bitcoin as a reserve layer for a L2 national currency

while im not personally interested in L2 national currencies, i suppose those would be better than the current shenanigans.
