No, you can ask to any of your Indian friends. It's really not as cold as it should be by November. 

In my small garden, I also see leaves on trees and there's not been a single day of fog till now.  

Haha Not a weatherman. I think you get used to the cold. So you need more cold to be chilled. 😁
