This seems probable. Freeland was the second of little potato's ministers to resign.
Timing seems kinda sus for me, although Fraser cited other personal reasons for doing so.
If even Freeland couldn't see eye to eye with the leadership, then I'm afraid we don't even know how bad the situation is

Well, with Turd O at the helm, how much economic and budgetary tomfoolery do you think went on? I don’t think he has an idea in the world of how the real world, outside of politics, works.
