If there are people there are always competing interests, that is not a reason or an excuse, it is a rational.
Historically, every time Afghanistan has been invaded, they fight back. The took on the British Empire at its height twice. Once they sent the lone survivor back to India (now Pakistan) after killing every man and horse in the whole expeditionary force that was sent, to tell the English not to do it again.
The Moguls, Russians, and Americans didn’t conquer them, either. I suppose China is up next to meet their woodchipper.

That had nothing to do with the Great Game, at the time. It was in the ‘80s that the Soviet Union tried with Babrak Kamal.
No it is the Pashtuns that are the challenge, not the mountains.
