I think it goes all the way down through our elementary and high school systems. Americans are terrible students, by and large, because they never learned how to be good students.
Of the two options you offered, lack of desire is by far the more significant. I can only recall ever having one student who was putting in a lot of effort and just wasn't able to learn the material.

I'd also point out that the chart is not topped by "American Asians and Whites". It is clearly topped by Asians, in general, followed by whites, in general.
I think it disproves that the thesis our students are terrible if we're in the top 10 of the entire world.
Since most American students are worse than most Asian students (which is where most people live), American students can be considered to be not great students.
Also, this is a test of aptitude, which is different from being a good student.

US whites do appear to outperform the other whites. As you note, some of that is the high portion of jews. The other part is that Europe and Canada suck. I never said they didn't.

I couldn’t recall any like that. By the time they became my students, the ones that couldn’t handle the material had already figured that out and found another pathway through life. They may have been the smart ones by going out and finding what they were really good at and liked.

That's very offensive. I would never say "I'm" as a contraction of the complete sentence "I am."
I think the only reason Murkans are poor students is that the Rockefellers got their claws into the education system. Before then, in the one-room-schoolhouses, students did very well and learned a lot. A lot of graduate students could not pass the 8th grade graduation test now. You have to see one to believe it.

No, this was way before that, around 1920 they got their claws into teachers’ colleges as well as medical schools and changed all the curriculum to their desired pathway to stupidity for the population they intended to rule.

The 1920s job went all down to 1st grade. Then they started kindergarten to indoctrinate even more.
