How about we return to just the OG 10 agencies like we had before 1913 (before the income tax was introduced)?
Unsure how accurate (appears to be), but per AI these were the only 10 that were before 1913, and we did perfectly fine before then.

Not gonna happen. I don't even think there is support amoung the people to cut let alone dismantle. I wish there was.
