It's an effect of Stockholm Syndrome.
That is the understatement of the year!! I thought it was more along the lines of the torture victim agreeing to anything the torturer demands to avoid the pain. You know, it feels so good when it stops. The state employees are only good for following the rules that they have posted right in front of their noses, IMHO.
