You are aware that the US has one of if not the weakest election rules. Almost every country requires you to show proof of who you are. Everyone in the West does. Going to the DMV isn’t hard and you do not need your birth certificate in most situations. Plenty of people do not have their birth certificates in the US I don’t have mine but that’s why you have a DL, a social security number, passport, etc.
The idea that this hurts minorities has been debunked time and time again.
A drivers license would work under this bill and it’s pretty wild you wouldn’t want someone’s ID to match their drivers license
