In my college town there was a mom-and-pop ISP that had been operating since the dawn of the internet. As you'd expect, their speeds weren't very competitive for the price. I didn't expect such a thing in present day, but this makes me think there are many of them operating rurally. Starlink will probably render them all defunct eventually.
