What does "standardness mean" in reference to OP_RETURNs?
Bitcoin Core does not accept "non-standard transactions" into its mempool. Bitcoin Core 29.0 and earlier consider transactions with more than one OP_RETURN output or an OP_RETURN output of more than 80 bytes of data payload non-standard.
