In my eyes not really.... yes Kashmir has been disputed for decades now but the terrorist attack was directed at Hindu's. Pakistan has a huge issue with Islamic insurgencies from their coast where they are dealing with attacks against Chinese developers to ISIS-K and others. To me this is more about religion than anything and an attempt to push back on India by uniting the Gulf States.
