Redundant LevelDB is the culprit. There is the bug report: https://github.com/bitcoin/bitcoin/issues/31882
In short, the current implementation is not scalable. There is huge improvement possible.

Hmm, I am not technical enough to understand the linked discussion. But I do agree that this seems abnormal and is likely due to a software problem and less likely to do with hardware limitations.
