It's just an email service. Now you can send and receive emails, not sats.

The server is technically ready for sending emails, and a small sats payment per email would indeed deter spam.
It would shift LNemail from a disposable inbox to a more full-featured email service though, which wasn't the original focus.
Did you have a specific use case in mind for sending?
