What actually constitutes a tackle? Sometimes I see what look like pretty complete tackles but they're allowed to play on.

Ok, so it's a little like "forward progress" being stopped in the NFL.

It’s up to the umpire but they want the ball to keep moving and don’t want to stop play if they don’t need to. But if the balls all caught up in some tackles or piles of people they stop it

Holding the ball free kick is a bit tricky sometimes. Sometimes given quickly sometimes not at all
