I had no major complaints. The story was solid overall, and helped flesh out the new Cap as a character, but it indeed felt much smaller than past Marvel movies. In fairness, though, this feels like the "rebuild" process for the MCU. Kinda like back when the first MCU movies were coming out, their scopes were much smaller because it was more about establishing the character and less about saving the world. This achieved that, and forms a good base for what we move into next with Thunderbolts and Doomsday.
I will say that the only thing I really disliked about the movie was the ending, specifically the backgrounds. It felt composited far more poorly than some of the other green/blue screened backgrounds their studios have used in the past, and kind of took me out of my immersion a bit.
