Since they are operating on CFA (currency ran by Paris) he knows, he has no power at all until he transitions to the neutral network and currency. Hopefully they will manage to make a transition and run away from colonial power. I would not be surprised if he will be attacked in one way or the other.

Will it have any country restrictions when released out of beta? AFAIK it uses bitcoin rails so I assume there wont be any restrictions.
