I'm ignorant about the sport in England. Is there a way to move up to a better league next year if you win your league like in some countries?

Yes I believe they get to move to the next tier. I think they were in tier 8.

Spartan South Midlands Division should be level 9 according to Wikipedia. I think they will be promoted to level 8 next season.
The Premier Division is at step 5 (or level 9)
