Yes, using L2 has some initial cost but then very cheap transactions but at the end you can convert it to L1 with certainty at any moment, so it is not exactly an IOU. So L2 is good for small frequent usage. And leave onchain L1 for important larger moves.
The documents also suggest Google has whitelists that will artificially boost certain websites for certain topics. The two mentioned were "isElectionAuthority" and "isCovidLocalAuthority."

This would be my recommendation after trying living without phone for a whole year once. Living without a phone is difficult, not worth the effort. You may not want to call anyone but people will want to contact you when you go out. However, it was really good for productivity. Recover so much time lost. You can try to live without a smart phone. There still some phones available without all the smart things and just voice calls. It is good to have it, at least to turn it on in case of an emergency.
