Mullvard is <$5 and you can pay it in Bitcoin with Lightning
In China you may do not want to be on record paying for a VPN with your KYC-ed bank account.
Idk if you can buy it from Hong Kong but probably, since I can connect to Hong Kong with it.

But the billing window looks different for me than when I open the guide:
