I wonder how much under-reporting comes into play here?
For instance, southern Italy is supposed to be much more crime ridden than northern Italy, but not according to this map.

Just a reminder that this is only about robberies...!!
You also have an interesting point. For example, here in my city where I live, the north side is the "most dangerous," but the other day I was watching a report on local TV, and the south side, which is the "luxury" part of the city, was where most cell phone thefts were happening.
And the thing is, thieves don't usually steal where they live; that's just a fact of nature.
