I would like to know what opinions people who have visited the countries shown in the image have.
The only experience I have had of this kind was when I visited the Dominican Republic for a few months and was able to interact with people from Haiti. They reacted with great interest and surprise when I tried to learn words in their language or when I tried to greet them in their language. Most of the time they reacted with laughter at my poor pronunciation. 😁
From my experience in France, they’re not really like that. They actually dig it when people put in the effort to speak French.

I haven't had experience with Scandinavians or Eastern Europe, but younger Germans tend to prefer switching to English after you try because they want to practice their own English instead (motivated responses). Latin countries really want you to try and go out of there way to help you learn. Ironic.

It wasn't on the map, but in China if you say "nihao" (hello) they react by saying things like:
