That's going to piss a lot of people off, but means testing is so obvious that I can't imagine they won't do it. The program is a financial disaster.
I'm also not sure a reduction in receipts from the government can be rightly considered a punishment. I know it's essentially paying back previously stolen property, but it's doing so by stealing from others. Basically, the state sucks and it makes justice impossible.
