Proposal would create a phase-out approach based on how much one gets in benefits a year. The higher the benefits, the less COLA you get, which essentially punishes people who earned more in life producing higher benefits.

That's going to piss a lot of people off, but means testing is so obvious that I can't imagine they won't do it. The program is a financial disaster.

I'm also not sure a reduction in receipts from the government can be rightly considered a punishment. I know it's essentially paying back previously stolen property, but it's doing so by stealing from others. Basically, the state sucks and it makes justice impossible.

Not COLA adjusting for the highest earners is a no-brainer... and comparatively TAME relative to some Den wrath
