Depends on the country and position. I suppose in US only political nominees will be overpaid.
In Brazil, it's the opposite, even beginningers on public service will receive a lot more when compared to the same on private sector.

Absolutely, like here in South Africa, government teachers, civil engineers and any admin are making bank vs private sector whereas something like police and doctors you're better off in the private sector.
This really depends on where the government is pushing its ill-gotten gains

There is a special legal treatment for school teachers here, I'd say, It makes no difference private or public here... But that's specific for these workers.
