After reading this article on substack... yeah, they really do.
Here's a quote:
What could possibly explain the catastrophic failure to secure the perimeter around the stage? It’s hard for me to imagine a legitimate explanation for such a lapse of such elementary security procedures.
Another source (can't find it right now) says that the secret service was told there was someone climbing up that building, from where shots were fired.
i heard biden changed the rules to only protect 130 yards

"ah, shucks, there's a truck speeding twards the stage, i can see it, but it's half a mile out. We wait" sounds fairly strange tbh :D

What did happen, as I gather, is that they repeately asked for extended protection and were denied. The most plausible explanation about the ignored warnings I heard was that they were given to local cops, who thought the guy on the roof was secret service, or that people at rallies have a tendency to say things and the self-presumed "professionals" are arrogantly dismissing the plebs as a matter of routine.

Trump as a former President is already entitled to secret service protection
Biden has denied secret service protection for RFK

Also check out the comments on the article, there's some interesting tidbits, and it's where I read about the shooter climbing the building.
