The Canada number is absolutely wrong, closer to 7%, while GDP growth is stagnating and spending is out of control.

Norway is a true rag to riches story, it was the poorest country in the area, but in the 1960s they found oil, so they ended up with a lot of money.
Interestingly, they kept normal market prices for energy and invested the revenues into a sovereign fund. That way, they have managed to create one of the richest countries on Earth only after a few decades.
