I think this potential condition is bad for the internet in general since someone always gets the bright idea to play "state censor" once a 1:1 relationship with anything is made.
Nonetheless, there is some sort of schism between Hurricane Electric and Cogent concerning IPv6 and its adoption which sounds a little like some kind of toll road problem: https://bgp.tools/kb/partitions
Probably a better solution to the whole thing is to forget about IP addresses AND mac addresses, and adopt some form of onion/mesh routing that randomizes a given number as a general rule for accessing the web and only allows for making it permanent when someone wants to hang out a shingle.

That's a great question. There isn't much financial incentive to make privacy efficient. There is more reward to sell user data.

That depends on who you ask and what their motives are. Nat extends the address space to reach farther than it could otherwise.
