We already live in a fascist world and barely seem to notice it, the state controls the economy by creating monopolies of 2-3 companies in every sector, it is how it works in most countries in the West (i.e., US, UK, EU)

Under a fascist economic policy, the state controls the private sector and directs which entities are allowed to exist. It's not nationalized entities as under full socialism. So yes, the statement by the Biden administration relayed by Andreesen that "Only 2-3 AI companies would be allowed to exist," is a literal fascist policy.
