Ok, I think it's a bit much to list one or two, but off the top of my head, I would say some of the best gaming tracks, by franchise, would be
sonic (the old-school ones) streets of Rage (although i thought 3's music was a bit shit) Donkey Kong Country series Street Fighter 2, almost all the themes were incredible, apart from Dhalsim's Zelda, almost all games, although i probably have most nostalgia for OOt mega man - some real bangers Castlevania TMNT shredder's revenge, incredible soundtrack, especially 'screw loose'
and finally, one of the tracks that hit super fucking hard was 'that's the way it is' at the end of Arthur's part of rd2, holy shit did that one get me. It was It was such an emotional journey and then getting blasted with that tear-jerker!

I've only played Candy Crush Saga so religiously and I believe that has the best music.

Six Feet Thunder is my ringtone:
It’s from Crypt of the Necrodancer, a rhythm game.
DUSK, StarCraft 2 and Need for Speed also have very memorable soundtracks.

I can never choose a best and I'm sure other stackers will name good titles but I'll go with a game I played (relatively) recently game with a soundtrack that impressed me:
Nier:Automata
Video game music has come a long way to respectability, now with orchestras and live shows (that I recommend if you like a franchise or composer in particular). It always impressed me the quality of music they were able to compose and produce on old hardware with all their limitations. It was proof that limitations breed creativity.

it is excellent.
I don't wanna say too much about it, but I will say I underestimated the game at first. I played it because a lot of people wouldn't stop yapping about it. Admittedly but to be frank, some people I consider to be on the shallow consoomer side of things. I know that's a prejudicey way to put it. I stand humbled.
Then when I got some hours in, it clicked that it was deeper and more clever than I expected by a lot. The game designer behind it is known to be a peculiar and eccentric character, and now I know why.
it's art.
I literally cannot say more than that and I might already have fucked up by hyping it so hard as to subtract from your potential experience, but those who played it will get it.

to this day i have only ever played the snes FF games and i forgot they also had some excellent composition. as soon as i saw that clip i remember the chancellor lol
also, made me remember chrono trigger, which also had great music
