I grew up in a country where having friends working as civil servers and politicians was a great asset to have.
I remember that getting an ID card or the passport was a big and slow process but having a relative working in that department make this process quick and smooth.
Do you consider helping a relative to get thru the system faster corruption?
What about helping a friend to get his passport in a easy way as a return of a favor?
Does this happens every where?
Have you taken advantage of having a friend or relative working in a Administration?, per example to get you Id, passport, driving license, social security number, any paperwork with the local council,etc...?
Is there a small line between corruption and a favor?
Favor means no money changes hands.
Corruption is quid pro quo
In your home country are politicians and civil servants rich?

Most of the Civil servants are poor or middle class, that's why they need an extra income.
So, if someone speed up a paperwork in local admin because he is you friend and this means that others have to wait a little bit longer because they don't have a friend inside is ok?
