Thankfully, an essay by a bank is not a law
Italian law does not say bitcoin sellers must record or report the buyer's KYC info, unless they are selling their bitcoin as a business, or selling an amount worth thousands of dollars. Even if there was such a law, it would be unjust, and no one is bound to obey unjust laws. Misinformation like this essay is safe to ignore.

How? Policemen aren't tasked with enforcing compliance with essays authored by banks. Courts don't care what the bank said either. If you do a P2P trade, and the police arrest you, what will charge you with? Acting contrary to the statements made in this essay?
