Bitcoiner's could never force mining into one place or another, but the Commission, and others, have played a role, an important role, in the splitting up and distribution of mining.
Bitcoin doesn't need miners, it needs mining, and that can be done anywhere the energy, connectivity and intellect to perform it exists. And many miners at small scale is not something a thick blunt instrument like the Commission can control.
