A critical difference here is this was an airport that is "uncontrolled" this means that there is no tower and pilots have to communicate with each other it is pretty common for small regional airports. Someone wasnt communicating or paying attention which in my mind is like speeding in a car and texting... something is going to go wrong. You might be fine the first time but failure to do what the law says.... I mean its there for a reason.
