This sounds like their hypersonics.... What they are talking about using hydrogen as fuel and creating plasma is fusion technology.... Russia is years if not decades behind the US in Fusion as the US is the only country to get it to result in a net positive ever and even then it isnt something that can be made outside of the lab.
If they were going to go with fission thats another thing that is entirely possible and the US is doing so but saying you will have fusion in a spacecraft engine in 5 years is WILDDDD
