There are plenty of guides and YouTube videos explaining that, better than what we can explain in a little text box. At what level are you?
Do you understand the concept of opening a channel?
If you are looking for the easiest and cheapest way, your answer is Umbrel and Raspberry Pi.

you can run a lightning node from your phone. this approach is usually sub-optimal for receiving payments and a no-go for routing. it does function decently for sending payments. ideally you'd back it with a full node rather than trusting the default full node.

a more optimal approach would be running your own always-online full node and use a mobile app like Zeus (https://zeusln.app/). you could easily purchase, or build, a full node by selecting a package such as Start9's Embassy (https://start9.com/).

The cheapest and easiest node is to run Bitcoin Core on your current cpu, assuming can handle it

Bitcoin Core on your CPU doesn't give you a lightning node, and to set it up by yourself requires a bit of coding knowledge
