So I have looked through this and this isnt the FY26 Budget proposal. This is the reorg plan that was due for the departments a week or so ago. The budget they talk about to be honest doesnt mean anything because the President changes it. Trump did so in his first term as well so while this is a huge insight the details are likely to be significantly different.
I would call this a rough draft one not even a rough draft near finalization just based off of how it is structured and what the tables show. It might look super finalized but having dealt with the Department of Energys budget the last 2 almost 3 years now there is a ton missing

The idea was basically to get the agencies to submit proposals for how certain degrees of reduction could be implemented, right?
Whether the reductions happen and if they'll follow the recommendations is TBD.

It was a mixture of reductions plus combining departments within the Departments/Agencies or if they should be move to another department entirely (the department of education is the prime example… you also have USAID)

Not a problem! Given I am waiting for department of Energy’s budget I was super interested when I saw this and when I went though it I was able to see it was mostly department reorg followed by what Kennedy wants the budget to be but I’m almost certain it won’t be at the level he is wanting
