Datacarrier option is the option to set at what size the OP_RETURN output no longer is relayed. The default size currently is 80.

The op_return PR is now closed. Does this mean that the change Peter Todd was pushing failed to make it to Bitcoin core?

There is an adapted PR https://github.com/bitcoin/bitcoin/pull/32406 that deprecates but not removes the option.
