Cool idea! I thought about it for a bit, and have some ideas (I dont know if they are good though :) )

To ensure that no one takes the "power bank" without returning it, the system should request a deposit that is higher than the value of the components inside it.
And when they return it to the charging station, they will get their deposit back.

I imagine the whole process to be contactless. A charging station holds 20 power banks for example. When you pay it clicks and you can take a power bank out. And when you bring it back, you just slide it in and it locks back into place ( I recently saw a similar concept on Instagram.)
