Yes.
Generally doing any large scale transfers via Wise is quite risky due to their automated flagging algo & limited support in case "something gets stuck".
With that said, for smaller amounts as described above (limit your downside) it can be a "worthwhile risk/reward".

While no official regulations exist, the government and police force don't play around if you are caught doing dodgy stuff.
"Hodling" is fine; exchanges treated with suspicion, miners exist but keep it quiet.
What definitely is frowned upon is outright "promoting" it.
Vietnamese in general are quite "reckless" when it comes to seeking & seizing upon opportunities; for better or worse.
Open-minded and quick to adopt new ways of doing things, not always for the better since a thorough analysis of the consequences if often lacking.
But it is overall a very dynamic society.
