Yes, definitely — it is an aggregated estimation. It's not an exact number, but as the number of transactions grows, these movements that aren't real buys and sells matter less and less.
The Bitcoin Is Data website has excellent visualizations on this topic, including charts showing both the quantity of UTXOs and their BTC balances:

The rest is plain html/js with a little of bootstrap.
