Don't get me wrong - I'm totally pro reducing military outreach not only of US, Russia and China but globally (North Korea, Iran etc) to even a great precent but I'll honestly be shocked if this comes true.

There are already some baking proposals that I've seen so far. I've also seen a very high quality article here in SN that also both addresses the problem and gave more than one good solutions to quantum resistant encryption (I'm not sure whether I can find the SN post)

Ideally you should have only one or maximum two devices (phone and computer) attached to both Telegram or Signal. I just don't see it practical for adding other devices
