ICC: Brazil Obligated to Arrest Putin if He Attends BRICS Summit in Rio

With the BRICS summit just a month away, the International Criminal Court (ICC) has reiterated its arrest warrant for Russian President Vladimir Putin, issued in connection with alleged crimes in Ukraine.
The ICC informed Estado that States Parties to the Rome Statute "have an obligation to cooperate with the Court, including by enforcing arrest warrants." This statement directly addresses Brazil's obligation to arrest President Putin should he travel to Rio de Janeiro on July 6th and 7th for the BRICS summit. While an invitation has been extended, the Kremlin had not yet responded as of Friday, June 6th.
